Collisions ignore RigidBody2D position constraints when using RigidBody2D.angularVelocity
How to reproduce:
1. Open user-submitted project (Test2017)
2. Enter Play Mode
Expected result: the wheel retains its position as it keeps spinning
Actual result: the wheel's position slowly starts shifting right
Reproducible with: 2017.3.0a1, 2017.4.7f1, 2018.1.8f1, 2018.2.0f2, 2018.3.0a4
Not reproducible with: 2017.1.4p2, 2017.2.3p2
Notes:
Increasing the 'Speed' variable on the Rotator.cs script may help to notice the issue quicker
Earlier versions may require more speed applied to get the wheel out of its starting position
