Upgrading and publishing new version of LWRP in Collab results in Cannot Copy File error
How to reproduce:
1. Create new LWRP project (should be using 5.7.0 of LWRP)
2. Publish it to Collab
3. Upgrade LWRP Package to latest version (5.13.0 or greater)
4. Publish it to Collab
Reproducible with: 2019.1.0a7, 2019.1.6f1, 2019.2.0b5, 2019.3.0a5
Not reproducible with: 2017.4.29f1, 2018.4.2f1, 2019.1.0a6
Reproduced with: 1.2.9 - 2.0.0 v17 Collab Packages, doesn't seem to be a package regression
Actual results: Unable to publish to Collab. Generates error in the Console:

Expected results: Upgrading the package shouldn't interfere with publishing.
Tried and reproduced with: Scriptable Build Pipeline, LWRP, TextMeshPro
