[Collab] Collaborate service can be enabled even when project already has perforce or plasticscm version control on
Steps to reproduce:
1. Create new project
2. Open editor settings
3. Enable perforce and connect to server
4. Open services window
5. Enable collaborate
- Notice that collaborate is enabled succesfully
