Cloth Constraints Max Distance and Surface Penetration value Sliders are not working
Reproduction steps:
1. Open the attached project named Case_1179496
2. Select the "Plane" in the Hierarchy
3. Open the Cloth Constraints Tab
4. Click and drag near the Max Distance setting to change its value
Expected result: The value changes depending on the mouse movement
Actual result: The value does not change, instead, the setting gets either enabled or disabled
Reproducible with: 2017.4.32f1, 2018.4.7f1, 2019.2.3f1, 2019.3.0b1, 2020.1.0a1
