[Anim]ClampWeight doesn't make character completely restrained in motion when set to 1 and applied in Animator.SetLookAtWeight()
Reproduction steps:
1. Open user's project "HeadTurnTest.zip"
2. Open "HeadTurnTestScene" Scene
3. Enter Play Mode
4. In Scene view move "Sphere" GameObject around and look how the character behaves
Expected result: Character head doesn't move at all because clampWeight is set to 1 on "Head Turn Test" Script in "MaleFree1" GameObject
Actual result: Character head moves around like clampWeight is set to lower value even though on "Head Turn Test" Script in "MaleFree1" GameObject clampWeight is set to 1
Reproducible with: 2019.4.19f1, 2020.2.3f1, 2021.1.0b4, 2021.2.0a2
Couldn't test with: 2018.4.31f1 (couldn't downgrade to a functioning project), 2021.2.0a3 (project crashes when opening it)
