[Canvas] [ScrollRect] Non-Pixel-Perfect canvas inside another canvas causes children to stop visually updating
Reproduction steps:
1. Open attached project
2. Open the "TestPixelPerfect" scene
3. Play the "TestPixelPerfect" scene
4. Scroll or point click and move
5. When on the child canvas "Markers (With Canvas)" pixel perfect is off white markers are moving with the camera when they shouldn't. Some times the visuals of the white markers don't move but there rectTransform is still moving. When this happens you cannot press on the button.
WORKAROUND: Changing the pixel perfect option of the sub/child canvas ("Markers (With Canvas)") to "on" will fix this
