Getting the same issue. Trying to do a manual activation also doesn't work. Uploading the ulf gives me a "successfully uploaded license file" message and then just sits there.

I encountered the same problem today. I started with Unity for the first time today. I installed it and completed the basic tutorials. But then I faced the following issue.
1. I open Unity
2. Greeted with message : Unity license expired. Please re-activate new license.
3. a) Enter your Unity serial number and press next
b) Press Unity "Personal" and press next
Expected result: For Unity to activate the chosen license type
Actual result: Again asks for license type. I choose Personal. On clicking Next nothing happens.
4. After clicking Next 3-4 times, it shows Something went wrong and gives option for manual activation.
5. After giving the license file it says License file loaded successfully and gets stuck.
I am still unable to understand how a Unity Personal license can expire. Version Unity 2017.2.1f1 (64-bit) on Windows.
