Cannot view installed packages in Package Manager when a tarball package is removed from the project folder

- Open the “GoudaTour.zip“ package
- Open the Package Manager
- Observe the Package Manager

Package Manager functions as usual

Package Manager fails to function and throws “[Package Manager Window] Error fetching package list“ errors in the Console window
