Cannot upgrade or downgrade package version when using the Package Manager
Reproduction steps:
1. Create an empty project
2. Open Window -> Package Manager
3. In the Package Manager window press on any drop-down
Expected result: There is a “See other versions” choice and you can download any version of the package
Actual result: There is no option to download any other versions of the package
Reproducible with: 2021.1.0a1, 2021.3.10f1, 2022.1.17f1, 2022.2.0b8, 2023.1.0a11
Not reproducible with: 2020.3.39f1
Reproducible on: macOS 12.5
Note: The dropdown arrow is missing in 2022.2.0b8 and above

I understand this is challenged and there is a group of stakeholders responsible in thinking on further improvement of package lifecycle and discoverability in the editor.
