Cannot fully load saved Editor Layout when it contains a custom Editor Window
How to reproduce:
1. Open the user's attached project
2. Go to Window/Personal Links
3. Dock the newly opened Personal Links window as a Tab in the Editor
4. Go to Window/Layouts/Save Layout and save
5. Go to Window/Layouts and select the saved custom Layout
Expected result: the custom Editor Window is open
Actual result: the custom Editor Window could not be opened (Console output: "The editor layout could not be fully loaded, this can happen when the layout contains EditorWindows not available in this project")
Reproducible with: 2019.4.31f1, 2020.3.19f1, 2021.1.23f1, 2021.2.0b14, 2022.1.0a11
