C# Script from a package appears as missing in the Inspector window when upgrading a project to a newer Unity version
Steps to reproduce:
1. Open the attached project “missing_behaviours.zip“
2. Open the “Assets/Scenes/SampleScene.unity“ Scene
3. In the Hierarchy window select the “TestBehaviour“ GameObject
4. Observe the Inspector window
Expected result: A C# Script component is not missing
Actual result: A C# Script component appears as missing
Reproducible with: 2022.2.0a3, 2022.2.0b7, 2023.1.0a11
Not reproducible with: 2020.3.40f1, 2021.3.10f1, 2022.1.17f1, 2022.2.0a2
Reproducible on: Windows 10
