C# Script file cannot be opened from the Project window when a .json file is open in Visual Studio
How to reproduce:
1. Open the attached project (VSTest.zip)
2. In the attached project folder, open the file "OpenThis.json" in Visual Studio 2019
3. In the Editor, under the Project view, attempt to double-click the Asset "Script.cs" to open it
4. Close the "OpenThis.json" file open in Visual Studio
5. Repeat step 3
Expected result: the C# Script can be opened in both instances
Actual result: the C# Script cannot be opened while "OpenThis.json" is open in Visual Studio, but it can be opened when the .json file is closed
Reproducible with: 2019.4.32f1, 2020.3.22f1, 2021.1.28f1, 2021.2.2f1, 2022.1.0a14
Notes: reproducible on Windows, not reproducible on MacOS
