C# Assembly .sln file is empty when no C# files are present in the project
How to reproduce:
1. Open the attached project "vsRepro"
2. In the top menu bar, go to Assets > Open C# Project
3. Inspect the newly opened code editor window
Expected result: Project files can be accessed
Actual result: Project files cannot be accessed
Reproducible with: 2019.4.33f1, 2020.3.24f1, 2021.2.6f1, 2022.1.0b1
Notes:
1. Reproduced using Visual Studio for Mac
2. Creating an empty C# Script fixes this behavior

Resolution Note:
We only generate csproj's that contain a C# script. The reason is that we generate csproj's based on what will be compiled.
We do not compile empty assemblies.
We will maybe look into this entire issue at a later point.
