[Burst] Burst AOT Settings: Enable Safety Checks tooltip gives misleading information
Reproduction steps:
1. Create a new Unity Project
2. Open Package Manager and install the latest Burst package
3. Open Project Settings (Edit > Project Settings)
4. Select Burst AOT Settings section
5. Hover over Enable Safety Check label with Mouse
6. Observe
Expected result: Tooltip says "Enables safety checks, results in slower runtime, but Out Of Bounds checks etc are not validated."
Actual result: Tooltip says "Enables safety checks, results in faster runtime, but Out Of Bounds checks etc are not validated."
Reproducible with: 1.4.3 (2019.4.17f1, 2020.1.17f1, 2020.2.1f1, 2021.1.0b1)
Couldn't test with: 1.4.3 (2018.4.30f1) (No Burst AOT Settings section)
