Built Project is skipping frames when the Graphics API is set to Vulkan
Steps to reproduce:
1. Open the linked project "ReproProject"
2. Press File>Build and Run
3. Observe the opened Project window
Expected result: Scene has stable framerate
Actual result: Scene appears to be skipping some frames
Reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.24f1, 2021.2.0b15, 2022.1.0a11
Note: Only reproducible with Vulkan Graphics API
