Build Steps are not visible in Project Auditor when generating a Build Analysis
How to reproduce:
1. Open the attached “IN-135883“ project
2. Open the “Scene“ scene
3. Build and Run the Player
4. In the Editor, open the Project Auditor window (Window > Analysis > Project Auditor) and click “Start Analysis“
5. In the Project Auditor window, open the Build Steps section (Build > Build Steps)
6. Observe the listed Build Steps
Actual result: No Build Steps are visible
Expected result: Build Steps are visible
Reproducible with: 1.0.0 (6000.0.69f1), 1.1.0 (6000.3.10f1)
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Workaround: Install the com.unity.build-report-inspector and restart the Editor. After restarting the Editor the Build Steps will be visible
Note: The .buildreport in the Library folder is valid and generated correctly
