[BugReporter] Non ASCII missing from title
To Reproduce:
1. Paste 'ジャパンナメ' or 'ąčęėšų' into the report title.
2. These symbols are shown in title after clicking preview.
2. But are missing from the title after the bug has been uploaded to fogbugz.
