Border is not rendered when transition-duration is set and border-color is transparent
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/New Scene.unity” Scene
3. Enter the Play Mode
4. Under text “Case A:…“ click “Tab 2”
5. Observe
Expected result: The bottom border transitions smoothly from transparent to color #2a9d8f
Actual result: Green bottom border is not present for “Tab 2“

Windows Standalone Player
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
Note:
- Not reproducible when transition duration is removed or the initial border color is a non-transparent value (e.g. #333333)
