Baking lights gets stuck at Preparing Bake stage when Scene or Game View open
How to reproduce:
1. Open the user’s attached “repro-project”
2. In the Lighting window click “Generate Lighting”
3. Open Window > General > Progress
Expected result: Global Light bakes successfully
Actual result: Global Light baking is stuck at 5%
Reproducible with: 2021.3.27f1, 2022.3.2f1, 2023.1.0b18
Fixed in: 2023.1.0b19
Not reproducible with: 2023.1.0f1, 2023.2.0a19
Reproduced on: Windows 10
Note: Hiding the Scene or Game View will continue the baking process

If there are any reflection probes in the scene the baking process restarts after it finishes and never reaches the lightmap compression process, unless the reflection proves are disabled
