BadImageFormatException is being thrown after creating URP or HDRP Template Projects
How to reproduce:
1. Create a new project using a 2D (URP) (or any HDRP or URP) Template
2. Observe the Console
Expected result: No Errors or Warnings are being thrown
Actual result: "BadImageFormatException: Format of the executable (.exe) or library (.dll) is invalid" is being thrown
Reproducible with: 2023.2.13f1
Not reproducible with: 2023.2.12f1
Reproduced on (OS): Windows 11
Not reproducible on (OS): MacBook Pro, 2021 (Sonoma 14.2.1, Apple M1 Max)
Note: The Error is unclearable, Reproduced on Alienware X15 r2 (I9-12900h, RTX 3080 Ti Mobile)
