Background task windows are opened when importing large packages or building large project
Reproduction steps:
1. Open new Unity HDRP project
2. Import "The Heretic: Digital Human" package
3. Observe the taskbar
Alternative reproduction steps:
1. Open attached project "ChatApp - Unity.7z"
2. Build project
3. Observe the taskbar
Expected result: No additional windows open
Actual result: Windows for background programs open
Reproducible with: 2018.4.20f1, 2020.3.1f1
Could not test with: 2018.4.25f1, 2019.4.5f1, 2020.1.0f1, 2020.2.0a18 (very specific, unknown circumstances)
Workarounds:
1. Resetting the Editor layout to default fixes the issue for some users.
2. Building from the command line instead of the Editor fixes the issue for some users.
