At certain angles at large distances, shadows are not rendered when using Spot Light
How to reproduce:
1. Open the user's attached project and Scenes/SampleScene scene
2. Enter the Play mode
3. In the Hierarchy window, select Spot Light and change its Rotation.x value
4. Observe the shadows in the Game view
Expected result: shadows are always visible
Actual result: shadows are sometimes not visible (e.g. visible with 10, not visible with 25)
Reproducible with: 2018.4.35f1, 2019.4.26f1, 2020.3.10f1, 2021.1.8f1, 2021.2.0a17
