[AssetBundles] In-use SpriteAtlas from a bundle is unloaded when calling Resources.UnloadUnusedAssets twice
How to reproduce:
1. Open the attached project ("case_1206854-atlasbundlebug2.zip")
2. Open the repro scene ("SampleScene")
3. Build the Asset Bundles through the Window > AssetBundle Browser
4. Enter Play Mode
5. Press the "Unload Unused" button twice
Expected results: UI sprites remain loaded
Actual results: UI sprites are unloaded
Reproducible with: 2019.2.17f1, 2019.3.0f4, 2020.1.0a14
Not reproducible with, 2020.1.0a15, 2020.1.0a18

Can I get an attached project? It seems to me that I have a similar problem in lts Unity 2020
