Assembly Definition and Assembly Definition Reference asset inspectors are missing padding
Steps to reproduce:
1. Create/Open any project
2. Create and select an Assembly Definition or Assembly Definition Reference file
3. Observe the Inspector window
Expected result: Inspector window has padding, elements do not touch the window border same as other inspector windows
Actual result: Inspector window has no padding, there is no space between the window border and UI elements
Reproduced with: 2021.2.0a4
Didn't reproduce with: 2021.2.0a3, 2021.1.0b5, 2020.2.3f1, 2019.4.20f1, 2018.4.31f1
