Arrays are not Reorderable by default when SerializeField or SerializeReference attributes are used
How to reproduce:
1. Open the project "case_1260888-Reorderable"
2. Open the Scene "SampleScene"
3. Select the "GameObject" in the Hierarchy
4. Observe the Inspector
Expected results: "SerializeField_Array" is not Reorderable
Actual results: "SerializeField_Array" is Reorderable
Reproducible with: 2020.2.0a16, 2020.2.0a17
Could not test with: 2018.4.25f1, 2019.3.16f1, 2019.4.3f1, 2020.1.0b15, 2020.2.0a15 because arrays are not Reorderable by default
Notes:
1. It is reproducible using arrays, lists
2. It is not reproducible when the field is public
