Armenian characters are converted to '?' when typed in Windows Unity Editor
How to reproduce:
1. Set the Input language to Armenian
2. Create a new project or open an existing one
3. Try to rename a GameObject using Armenian characters
Expected result: The GameObject is renamed with Armenian characters
Actual result: The GameObject is renamed with '?' characters
Reproducible with: 2017.4.36f1, 2018.4.15f1, 2019.2.17f1, 2019.3.0f4, 2020.1.0a18
Notes:
The issue is only reproducible on Windows Editor.
The issue is reproducible on uGUI, IMGUI in the Editor, also Input fields in both Editor and built project.
The issue only appears when Input is provided directly from the keyboard (copying from elsewhere works as expected).
