ArgumentOutOfRangeException is thrown when changes are undone in UI Builder
How to reproduce:
1. Open the attached project
2. Open the "MainScreen" UXML file in the UI Builder
3. In the UI Builder, select the "Screen" Visual Element
4. Drag it by its side to reduce the width
5. Undo the changes (CTRL+Z/CMD+Z)
Expected result: The Visual Element's changes are undone successfully
Actual result: Invalid "UXML or USS: System.ArgumentOutOfRangeException: Index was out of range." error is thrown
Reproducible with: 1.0.0-preview.14 (2019.4.29f1, 2020.3.15f1, 2021.1.16f1), 2021.2.0b5, 2022.1.0a3
Note:
- Only reproducible when dragging the Visual Element instead of changing the width in the UI Builder's Inspector

Resolution Note:
Does not repro using 2022.2. Suspected initial cause: special element state on newly added VisualElement's, a feature that was removed recently.
