Render Pipeline Converter menu can be opened when SRP core is installed without URP
How to reproduce:
1. Open the attached “IN-130754“ project
2. Open the Rendering Window selection menu (Window > Rendering)
3. Observe the Rendering Window options
Actual result: Render Pipeline Converter option appears
Expected result: Render Pipeline Converter is not present
Reproducible with: 6000.4.0a2(417aa67423b3), 6000.4.0b7, 6000.5.0a6
Not reproducible with: 2023.1.0a1, 6000.0.67f1, 6000.3.7f1, 6000.4.0a1
Reproducible on: Windows 11
