[ARFoundation] CpuImages sample's framerate drops significantly
Reproduction steps:
1. Download and open the attached "arfoundation-samples.zip"
2. Build and deploy for iOS
3. Move the phone camera around
Expected result: The framerate doesn't noticeably drop
Actual result: The framerate noticeably drops
Reproducible with: 2019.4.28f1, 2020.3.11f1, 2021.1.10f1, 2021.2.0a20

Resolution Note:
The description sounds like the device is entering into thermal throttling. Thermal throttling occurs when your device heats up excessively due to a number of components being simultaneously active. When iOS enters into a high thermal state, iOS will throttle features and the frame rate on the device to reduce the generated heat until the device cools off.
The iPhone 12 Pro and iPhone 12 Pro Max both have LiDAR sensors which contribute significantly to the thermal state. The iPad Mini and the iPhone SE do not have a LiDAR sensor.
