[ARFoundation][ARCore] Camera flickers rapidly in a scene with AR Tracked Image Manager and Match Camera Frame Rate disabled
Repro steps:
1. Open attached project
2. Build and Run
Actual: The device's display flickers rapidly
Reproducible with: 2019.3.4f1 ARFoundation 3.0.1/ARCore 3.0.1, 2020.1.0b1 and 2020.2.0a3 ARFoundation/ARCore preview.7 - 3.1.0
Not reproducible with: 2019.3.4f1 ARFoundation 2.1.4/ARCore 2.1.2
