[UWP] "APPX0702 Payload file does not exist." is thrown when building for UWP
How to reproduce:
1. Open the attached project "HS2.zip"
2. Build the project for UWP
3. Open the built Solution
4. Build the Solution
Expected results: The Build is successful
Actual results: Build fails with errors "APPX0702 Payload file does not exist."
Reproducible with: 2022.3.2f1, 2022.3.10f1, 2023.1.14f1
Not reproducible with: 2021.3.30f1, 2022.3.1f1
Could not test with: 2023.2.0b11, 2023.3.0a6 (compilation errors in the Console window)
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
