Application.targetFrameRate has no effect
Steps to reproduce:
1. Open attached project
2. Open scene "Test"
3. Run it
4. Notice that framerate isn't around 10 although that's the value which was set to targetFrameRate parameter
Same happens with builds
Reproduced with: 5.4.0b24
Not reproducible: 5.3.5p7, 5.4.0b23
