[AnimatorController] Add Behaviour shortcut not enabled for state machine behaviours
How to reproduce:
1. Create a new project
2. Select main Camera
3. Click Ctrl+Shift+A
4. Notice that Add Component is selected
5. Create animator controller
6. Select something
7. Click Ctrl+Shift+A
8. Notice that Add Behaviour doesn't open
