Animations will not work and opening the Animator will cause a crash when importing animations after a Scene is loaded
How to reproduce:
1. Add Unity Standard Assets from the Asset Store to your assets
2. Open the attached project "Animation Clip Loading Bug - 2021.zip"
3. Open SampleScene
4. Click Window > Package Manager > My Assets
5. Select Standard Assets (for Unity 2018.4) and click Import
6. Import the Animations from the Standard Assets (Standard Assets > Characters > ThirdPersonCharacter > Animation)
7. Click Play
Expected result: The characters in the Scene are animated
Actual result: The characters in the Scene are not animated
Reproducible with: 2018.4.34f1, 2019.4.26f1, 2020.3.7f1, 2021.1.6f1, 2021.2.0a16
Workaround: Close and reopen the project or click Reimport All in Project View
Note:
1. Opening the Animator in this state will cause a crash

Resolution Note (2022.1.X):
Currently the AssetDatabase does not support dependencies from different package. The animations need to be in the same package. As for the crash, it shouldn't happen in the latest version of Unity.
