[Android][Vulkan][URP] Frame Debugger shows white draw calls for SRP Batches
Reproduction steps:
1. Open the user-submitted project "VfxGraph_MobileEvaluation.zip"
2. Build and run for Android
3. Open Frame Debugger
4. Connect to the Android Player
5. Enable Frame Debugger
6. Select either SRP Batch draw call
Expected result: Draw calls show how SRP Batches are generated
Actual result: Draw calls show white screen
Reproduces on: 2019.4.3f1, 2020.1.0b15, 2020.2.0a1
