[Android][Vulkan] UI Panel with Mask is not rendered on devices with Mali-T830 GPU when using Vulkan as Graphics API

How to reproduce:
1. Open attached "PanelBug" project
2. Build to Android and launch application

Expected result - Panel is visible around the text
Actual result - Panel is not visible around the text

Won't fix -Samsung Galaxy A5(2017) after software update no longer reproduces this issue.

Reproducible with - 2019.1.0a12, 2018.3.0b12, 2018.3.0a1

Note - Not reproducible with OpenGLES3 and OpenGLES2
