[Android] [Vulkan] Distorted screen when trying to change orientation
Steps to reproduce:
1) Download attached project and open in Unity
2) Make sure Vulkan is the only Graphics API in the list
3) Build and Run project on a device
4) Rotate device (change orientation)
Note: for a second or two screen will be distorted (check attached video)

Resolution Note (2020.2.X):
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
