[Android/Editor] The "Hold" action in the New Input System Package never ends and prevents other inputs
Reproduction steps:
1. Open the attached “IN-109208“ project
2. Open the “SampleScene”
3. If testing in the Editor, switch the Game view to Simulator view
4. Enter Play mode or Build and Run the Android Player
5. In the Simulator or the Player, tap or press and hold once to activate the “Hold” action
6. Observe the debug console:
a) in the Android Player, tap on the debug UI on the right
b) in the Editor, you can observe the Editor Console window
Expected result: After the “Hold” action is Cancelled or performed, tapping the screen starts a new “Hold” action
Actual result: After the first “Hold” action was initiated, it becomes stuck and no new “Hold” actions can be initiated
Reproducible with: 1.8.2 (6000.0.10f1), 1.11.2 (6000.0.23f1), 1.13.0 (6000.0.44f1), 1.14.1 (6000.0.54f1, 6000.1.12f1, 6000.2.0b11, 6000.3.0a3)
