Shader_feature will always be toggled off in build when UsePass is used
Steps to reproduce:
1. Open attached project
2. Build for standalone/iOS/android
-The shader is not applied to the left cube in the scene
Expected result: Shader should be applied to the cube
Actual result: Cube is white which indicates that Shader_feature is toggled off
Reproduced on: 5.5.0f3, 5.6.0f3, 2017.1.0a6
