[Android] "Render outside safe area" setting doesn't work with Portrait or Landscape Orientation
Steps to reproduce:
1. Open QA attached project
2. Notice that Default Orientation is set to "Auto Rotation" and "Render Outside Safe Area" is enabled
3. Build & Run and observe that the game is drawn outside of safe area
4. Change "Default Orientation" from "Auto Rotation" to any other setting
5. Build & Run
6. Observe that "Render outside safe area" is not working anymore
Expected result:"Render outside safe area" should work with Portrait or Landscape Orientation
Reproduced in: 2019.2.0a5, 2018.3.5f1, 2018.3.0b10
