[Android] Fps capped at 30 in 2019.3 ( also got backported to 2018LTS)
Reproduction steps:
1. Open the attached project from case#1222366
2. In the Build settings check the "Autoconnect Profiler"
2. Build on Android
3. Notice in the Profiler Analyzer that PlayerLoop is executed longer than it was in 2018.4.13f1
Expected result: PlayerLoop is not executed longer than in 2018.4.13f1
Actual result: PlayerLoop is executed longer than in 2018.4.13f1
Reproduces on: 2018.4.14f1, 2019.2.10f1, 2019.3.6f1, 2020.1.0b2, 2020.2.0a4
Does not reproduce on: 2018.4.13f1, 2019.1.14f1, 2019.2.9f1
Could not test on 2017.4.38f1 due to the Project crashing
