[Android] Particle system with Lights does not render the lights
Steps to reproduce:
1. Open attached project, or "[FTP] Particles" project from collab
1.1 Make sure GLES3 is selected as the only Graphics API under Project -> Player settings
2. Build and run "18_LightsModule" scene on device
3. Observe none of the lights being rendered (Particles should have lights attached to them)
Expected: Most of the particles in the scene should have lights attached to them
Actual: No lights at all in the scene
Reproduced with 2020.2.0a15, 2020.1.0b12, 2019.4.1f1, 2019.3.2f1
