[Android][OpenGL][URP] Depth Values have very low precision in Unity 2019.4 LTS
Steps to reproduce:
1. Open users attached project "GLES3_Depthtest.zip" in 2019.4
2. Build it to Android
3. Notice the Depth Texture are very low precision
Expected results: Depth values are fixed in URP 7.3.1
Actual results: The Fix does not effect the 2019.4 stream
Reproducible with: 2019.4.15f1(7.5.2), 2020.1.0a23(7.2.1)
Not Reproducible with: 2020.1.0a23(7.3.1), 2020.1.17f1(9.0.0-preview.72), 2020.2.0f1(10.2.2), 2021.1.0a10(10.2.2)
Note:
- This issue only reproduces with OpenGL
- Sometimes this issue can reproduce in a fixed version of the project was upgraded from some affected versions
- This does not reproduce with Windows Standalone

We still have this problem on Unity 2019.4.30f1 with package URP 7.7.1
(Using a depth shader in a custom pass on the Oculus Quest)
