[Android] OBB build fails with accents in streaming assets filenames are used
Steps to reproduce:
1. Open user attached project
2. Make sure "Split Application Binary" is selected in the player settings
3. Build on Android
- build fails with error "Android Asset Packaging Tool failed"

Expected result: build should not fail when accents in streaming assets filenames are used
