[Android] Input is being recorded while Splash screen is still being shown when application is launched
To reproduce:
1. Open attached project "Test Project.zip"
2. Build for Android
3. While the application is in splash screen (or even earlier), touch the device several times
4. When application loads, observe touch count received
Expected: input is recorded only after splash screen is no longer being shown
Actual: input is being recorded before splash screen is finished or even appears
Reproduced in: 2017.4.0f1, 2017.4.29f1, 2018.4.3f1, 2019.1.9f1, 2019.2.0b8, 2019.3.0a8
Note: does not reproduce on standalone or iOS

This issue is in the old input system that is currently being deprecated. We will no longer be addressing the legacy input bugs with the new input system readying for release.
