[Android] Build fails when UPM package dependency contains custom .androidlib
How to reproduce:
1. Open the user's attached "MinimalAndroidBuildTestProject.zip" project
2. Switch to Android Platform (File->Build Settings...->Android)
3. Build
Expected results: The build is successful
Actual results: The build fails with "Internal build system error. BuildProgram exited with code -2147024809." error
Reproducible with: 2021.2.0a18, 2021.2.8f1, 2022.1.0b4, 2022.2.0a2
Not reproducible with: 2019.4.34f1, 2020.3.26f1, 2021.2.0a17

- The error can also be: "Internal build system error. BuildProgram exited with code -532462766."
