[Android] ASTC encoding in TextureImporter is producing lower image quality when compared to standalone ASTC encoding
Reproduction steps:
1. Open the attached project ("1313196Repro.zip")
2. Open the "SampleScene" scene
3. Switch to the Android platform
4. Open the Game window
Expected result: Images matches
Actual result: The image on the left is lower quality (see "Unity_ggtt5kfURm.png" image)
Reproducible with: 2018.4.32f1, 2019.1.0a2
Not reproducible with: 2019.1.0a3, 2019.1.17f1, 2019.4.21f1, 2020.2.5f1, 2021.1.0b7, 2021.2.0a5
