[Android] 'Android Logcat' throws 'The type or namespace name 'NUnit' could not be found' when removing 'Test Framework' package
Repro steps:
1. Create a new project
2. Switch build target to Android
3. Install the 'Android Logcat' package
4. Remove the 'Test Framework' package
5. Observe the Console
Expected: Unity doesn't complain about a missing namespace
Actual: A "The type or namespace name 'NUnit' could not be found (are you missing a using directive or an assembly reference?)
error CS0246: Library\PackageCache\com.unity.mobile.android-logcat@1.2.2\Editor\AndroidLogcatContextMenu.cs(3,7)" is thrown in the Console
Reproducible with: 2019.4.28f1, 2020.3.13f1
Coudn't reproduce on: 2021.1.13f1, 2021.2.0b2, 2022.1.0a1
Couldn't test 2018.4
