Alt-Tabbing out of build leaves the Alt key pressed on return
Reproduction steps:
1. Open the attached project ("AltTab.zip")
2. Build and Run
3. Alt-Tab out and back to the build
Expected result: The background color in the build returns to blue
Actual result: The background color in the build remains red as if the Alt key was still pressed
Reproducible with: 1.1.0-pre.5 (2019.4.36f1), 1.3.0 (2019.4.36f1, 2020.3.29f1, 2021.2.14f1, 2022.1.0b10)
Not reproducible with: 1.0.2 (2019.4.36f1), 1.3.0 (2022.2.0a1, 2022.2.0a7)

- Tested with Input System package
- Not reproducible in Play mode
