"Add Binding" selection has glitchy behavior when one Control Scheme is selected and another Scheme is chosen for the binding
Reproduction steps:
1. Open the attached “IN-96934.zip” project
2. Double click on the “InputSystem_Actions” from the Project Window
3. Click on the “Auto-Save” button
4. In the “All Control Schemes” dropdown select any other Control Scheme (e.g. “Joystick”)
5. Select any Action and click on the “+” symbol
6. Select “Add Binding”
7. In the Binding Properties section select any scheme that was not previously selected in the 4th step (e.g. “XR”)
8. Click on the “Path” property dropdown (Optional, sometimes reproduces without this step)
Expected result: The control scheme is selected and the Binding Property section does not disappear
Actual result: The Binding Property section disappears (jumps to Action Properties section) and the newly created binding is deleted
Reproducible with: 1.8.0 (2022.3.59f1, 6000.0.41f1, 6000.1.0b11, 6000.2.0a7), 1.13.1 (2022.3.59f1, 6000.0.41f1, 6000.1.0b11, 6000.2.0a7)
Reproducible on: Windows 10 (User reported), Windows 11
Not reproducible on: No other environments tested

It seems like you're adding your action to a different control scheme and quickly opening the binding dropdown. It is expected that the action "dissapears" as it is not part of your chosen control scheme
